The Federal Capital Territory Administration (FCTA) will begin enforcement actions against property owners who have failed to pay Ground Rent, Land Use Change or Conversion fees, as well as Right of Occupancy (R-of-O) and Certificate of Occupancy (C-of-O) bills. The enforcement is scheduled to start on Wednesday, November 26, 2025.
The move follows previous directives and public notices from the FCTA aimed at ensuring compliance with property regulations. In May 2025, the Minister of the Federal Capital Territory, Barrister Nyesom Wike, granted defaulters a 14-day period to settle outstanding Ground Rent, following the intervention of President Bola Ahmed Tinubu.
Further notices were issued in September 2025 regarding the Land Use and Purpose Clause of properties across the FCT, giving property owners 30 days to pay penalties of ₦5 million and other fees for Land Use Change or Conversion. Additional reminders were made for property owners in key districts of Asokoro, Maitama, Garki, and Wuse, granting a final 14-day grace period to comply with the approval terms for land conversion.
The 14-day grace for Ground Rent payment expired on June 9, 2025, while the final extension for land use compliance ends on Monday, November 24, 2025. Property owners who fail to meet these obligations after these deadlines will face enforcement actions by the FCTA.
The enforcement will also apply to individuals who have purchased properties but have not registered their interests by obtaining the mandatory Minister’s Consent and registering their Deeds of Assignment. The administration has stated that all defaulters will be held accountable starting from the enforcement date.
