Rivers State Governor, Siminalayi Fubara, on Thursday signed the state’s N1.84tn 2026 Appropriation Bill into law in Port Harcourt, shortly after the Rivers State House of Assembly passed the budget following a review of some provisions in the governor’s initial proposal.
Fubara signed the bill at the State Executive Council Chambers inside the Government House, Port Harcourt, marking the completion of the legislative process for the state’s 2026 financial plan.
The budget, known as the Budget of Resilience for Growth and Development, is expected to guide the state government’s spending and development activities throughout the 2026 fiscal year.
The bill was approved earlier on Thursday by the House of Assembly led by Speaker Martin Amaewhule. The lawmakers made changes to some parts of the proposal submitted by the governor before giving it legislative approval.
Fubara had initially presented a N1.854tn budget proposal to the Assembly on July 10. The proposal represented an increase of about 24.5 per cent compared with the state’s revised 2025 budget. Following the passed of the revised bill, the governor gave his assent, formally making it the state’s 2026 budget.
After signing the legislation, Fubara expressed confidence that the new budget would support another phase of development across Rivers State and improve cooperation between the executive and legislative arms of government.
The governor also assured members of the House of Assembly that his administration would continue to work with them and maintain a positive working relationship in the interest of the state.
The signing comes as Rivers State prepares to implement its spending plan for the year, with the budget expected to provide funding for government programmes, infrastructure and other areas of public development.
The passage and signing of the budget also mark a new stage in the relationship between the state executive and legislature, with both arms expected to work together on the implementation of the approved financial plan.
With the governor’s assent, the N1.84tn appropriation has now become the legal spending framework for the Rivers State Government for the 2026 fiscal year.
