The appointment comes shortly after Governor Fubara’s reinstatement to office, following months of political and legal tension that led to the declaration of a state of emergency in Rivers State earlier in the year.

President Bola Tinubu had declared the emergency on March 18, 2025, after a prolonged political conflict between Fubara and his predecessor, Nyesom Wike.

The move temporarily suspended Fubara, his deputy, and members of the State House of Assembly, while retired Vice Admiral Ibok-Ete Ibas was appointed as the Sole Administrator to oversee the state and restore order.

During his tenure, Ibas suspended all commissioners, advisers, and board members appointed by Fubara, leaving several government positions vacant.

Following the end of the emergency rule on September 18, the House of Assembly requested the governor to present a new list of commissioners and the 2025 budget for approval.

Fubara’s return has since ushered in a series of administrative decisions aimed at rebuilding his government and strengthening his cabinet.

The appointment of Benibo Anabraba as SSG is part of these ongoing changes as the governor reorganizes his leadership team in Rivers State.
