President Bola Tinubu on Wednesday carried out the swearing-in of the new Chairman of the National Population Commission, Dr Aminu Yusuf, two commissioners of the commission and five Federal Permanent Secretaries. The ceremony was held at the Council Chamber of the State House in Abuja shortly before the Federal Executive Council meeting began.

Tinubu entered the chamber at 1:31 p.m., and after the reading of their citations, the five permanent secretaries — Abdulkarim Ibrahim, Dr John Ezeamama, Dr Abdul-Sule Garba, Dr Isiaku Mohammed and Dr Ukaire Chigbowu — took their oaths of office at 1:42 p.m. and signed the register.

At 1:47 p.m., Dr Yusuf, who was appointed NPC chairman on October 9, was sworn in along with two members of the commission, including Dr Tonga Betara from Yobe State. The NPC is responsible for national population counts, birth and death registration and the collection of demographic records used for planning and development.

After the swearing-in ceremonies, the Federal Executive Council observed a minute of silence in memory of a former Minister of Foreign Affairs, Ambassador Joy Ogwu, who died on October 13, 2025, at the age of 79. The council then continued with its eighth meeting of the year.
