ICPC charges El-Rufai’s doctor over alleged fake medical report

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has filed criminal charges against Bello Abubakar, a consultant oncologist at the National Hospital, Abuja, over allegations that he prepared a false medical report for former Kaduna State Governor and African Democratic Congress (ADC) chieftain, Nasir El-Rufai.

The charges were filed on Monday as part of the commission’s investigation into a medical document allegedly used to support El-Rufai’s bail application before the Kaduna State High Court.

According to court documents, the anti-corruption agency accused Abubakar of preparing a document titled Medical Report and Expert Opinion for Urgent Medical Intervention, dated June 10, 2026.

The commission claimed the report contained false information and was presented to the court to support an application seeking El-Rufai’s release on medical grounds.

The ICPC filed a four-count charge against the doctor, accusing him of forgery, abuse of office and providing false information. The commission alleged that the report was deliberately prepared to influence the court’s consideration of the bail request.

The agency also claimed that Abubakar used his position as a medical consultant to issue a report that did not reflect El-Rufai’s actual medical condition. It argued that the action was intended to secure an advantage in the ongoing legal proceedings.

In another count, the commission alleged that the doctor worked with one Aliyu Bala to produce information that was later attached to a further affidavit submitted in support of the bail application.

The ICPC further alleged that the medical report was presented as though it had the approval of the National Hospital, Abuja, despite the institution not authorising or endorsing the document.

As part of its case, the commission listed the Chief Medical Director of the National Hospital, Abuja, Dr. Raji Mahmud, among its witnesses. The agency said Mahmud is expected to tell the court that the report did not follow the hospital’s approved medical procedures and was never cleared by the hospital’s management before it was released for use in court.

The case is expected to proceed before the appropriate court, where the prosecution will present its evidence in support of the charges against the medical consultant.
