Names Of 77 Nigerians Charged By FBI For Massive Fraud, Money Laundering In America

A 252-count federal grand jury indictment unsealed Thursday charged 77 Nigerian nationals with participating in a massive conspiracy to steal millions of dollars through a variety of fraud schemes and launder the funds through a Los Angeles-based money laundering network.
The indictment was unsealed after law enforcement authorities, led by the FBI, Thursday morning arrested 14 defendants across the United States, with 11 of those arrests taking place in the Los Angeles region.
Two defendants were already in federal custody on other charges, and one was arrested earlier this week. The remaining defendants are believed to be abroad, with most of them located in Nigeria.
The indictment alleges that the defendants and others used various online fraud schemes – including business email compromise (BEC) frauds, romance scams, and schemes targeting the elderly – to defraud victims out of millions of dollars.
According to a criminal complaint also unsealed Thursday, co-conspirators based i Nigeria, the United States and other countries contacted the lead defendants in the indictment – Valentine Iro, 31, of Carson, and Chukwudi Christogunus Igbokwe, 38, of Gardena, both Nigerian citizens – for bank and money-service accounts that could receive funds fraudulently obtained from victims.
Once members of the conspiracy convinced victims to send money under false pretences, Messrs Iro and Igbokwe coordinated the receipt of funds and oversaw an extensive money-laundering network, according to the 145-page indictment.

The co-conspirators allegedly contacted Valentine Iro, 31, of Carson, and Chukwudi Christogunus Igbokwe, 38, of Gardena, both Nigerian citizens, for bank and money-service accounts that could receive funds fraudulently obtained from victims.
“These victims are used primarily as money mules, by allowing their bank accounts to be used to transfer stolen funds,” said FBI Assistant Director in Charge Paul Delacourt.
The criminal complaint says Iro and Igbokwe, who were among the suspects arrested Thursday, conducted schemes that resulted in the transfer of at least $6 million in fraudulently obtained funds.
“The overall conspiracy was responsible for the attempted theft of at least $40 million,” the U.S. Attorney’s Office said in a statement.
There were at least 32 victims in the case, from the United States and other countries including Japan, the United Kingdom, Lebanon, Ukraine, China, Mexico, Germany, Indonesia, the United Arab Emirates, and Trinidad and Tobago.
Delacourt said the case began in 2016 after one individual was victimized by the defendants. The two main defendants in the case are Nigerian citizens Valentine Iro and Chukwudi Christogunus Igbokwe.
“In the days ahead, we will be working with our foreign counterparts in nine countries to apprehend 57 additional defendants,” Delacourt said, noting that six defendants are still at large in the United States.
“We believe this is one of the largest cases of its kind in U.S. history,” U.S. Attorney Nick Hanna told a news conference. “We are taking a major step to disrupt these criminal networks.”
The investigation began in 2016 with a single bank account and one victim, said Paul Delacourt, It grew to encompass victims who were targeted in the U.S. and around the world, some of whom like the Japanese woman lost hundreds of thousands of dollars.
Authorities arrested 14 defendants Thursday, mostly in the Los Angeles area. FBI agents could be seen processing suspects in a downtown parking lot before they were arraigned in federal court. It was not immediately known if they had attorneys who could speak on their behalf.
Two suspects were previously in custody and a few others were arrested earlier this week. Hanna said he hoped to be able to work with foreign governments to extradite the remaining defendants.
They all face charges of conspiracy to commit fraud, conspiracy to launder money, and aggravated identity theft, and some are charged with additional offenses for alleged fraud and money laundering.
